Happy New Year!

Can anyone suggest an approach to solving this type of puzzle?

There are 28 dominos 0-0 to 6-6 ( 0-0, 0-1,0-2,..., 5-5,5-6,6-6).

They are layed out randomly on a rectangular shape so that
there are 8 numbers across and 7 down. There is no relation
between adjoining tiles.

Tiles can appear left-right or up-down: 3-5 can be positioned
3-5, 5-3,
3
5,
or as
5
3.

The object is to reconstruct the tile-boundaries, using eclipse.
No tile is used twice. Each number in the grid is part on only
one tile.

Puzzle pattern:

3 1 2 6 6 1 2 2
3 4 1 5 3 0 3 6
5 6 6 1 2 4 5 0
5 6 4 1 3 3 0 0
6 1 0 6 3 2 4 0
4 1 5 2 4 3 5 5
4 1 0 2 4 5 2 0
