Yes, it is open-source, and the source is available in the ECLiPSe CLP 
source forge website. If you go to the Code tab, and select CVS, you 
will see the CVS source tree for Saros (and also ECLiPSe). You can 
download the source using CVS -- the Setup Guide describes how to do 
this. This is available with the distribution, but also at:
