Suggestion: #::(V, [], 0) should succeed

Dear all,

#::/3 should silently accept an empty domain.  

Right now, ::(X, [], 0) aborts with the message 
undefined arithmetic expression in _210 is [] in module eclipse

::(X, [-inf..inf], 1) succeds, therefore its inverse ::(X, [], 0) should 
succeed, too.
