I have just tried a fresh installation on a Windows 10 Home version 22H2 (not Japanese version 
though) and cannot reproduce the problem.  Windows 11 also works fine.

Can you start DosEclipse successfully?

In your registry, you should have an entry 
HKEY_LOCAL_MACHINE\SOFTWARE\IC-Parc\Eclipse\7.1\ECLIPSEDIR pointing to "C:\Program Files\ECLiPSe 7.1"

and the following DLLs as a result of installing ECLiPSe:

The error message isn't very specific, it might be a permission problem or your particular virus 
scanner causing trouble.
