ECLiPSe was designed to be built for multiple platforms - different 
processors and Operating Systems. However, there is currently no 
binaries for any ARM based platforms.

To produce an ECLiPSe for an ARM based platform, you would need to 
compile it from the source, and this would involve some changes to the 
source, at the very least to the configure file, to add support for your 
platform.

If your OS is a version of Unix, and you have the GNU tool chain (gcc 
and friends) on your system, then I expect the porting to be relatively 
easy. Building ECLiPSe from source is described in the ECLiPSe setup 
guide, including a section with hints to build ECLiPSe for a new 
platform, available as a pdf file here:

It is also distributed with the source (as a Word document) in 
<ECLiPSe>/documents/internal/SetupGuide.doc.
