You are lacking the "ARCH" level (x86_64_macosx I suppose?).
The configure currently looks in the following places:

$ECLIPSETHIRDPARTY/tcl8.5/$ARCH/{bin,include,lib}
/usr/{bin,include,lib}
/usr/local/{bin,include,lib}

If you tell me where the tcl files are likely to be on OSX,
I can update the configure script accordingly.
